Holmen prepares customers for new EU packaging rules
Holmen says it is ready to support customers as the EU Packaging and Packaging Waste Regulation (PPWR) begins to apply. The first requirements took effect on 12 August 2026, including restrictions on PFAS substances in food-contact packaging.

The PPWR introduces new requirements across the packaging value chain, with different obligations taking effect between 2026 and 2035. Companies are already reviewing their packaging strategies to ensure compliance with the upcoming requirements.
Holmen says its fibre-based packaging products, including Invercote, Incada, Inverform and the ultra-light kraftliner Holmen Elevate, are well positioned for the changing regulatory environment.

According to Holmen, paper-based packaging is well aligned with several of the PPWR’s objectives. Paper packaging has a recycling rate of approximately 83 per cent in Europe. Unlike plastic packaging, it is currently exempt from mandatory recycled-content requirements under the PPWR and can therefore continue to be produced entirely from fresh fibres where appropriate.
PFAS restrictions apply from August 2026
Among the first PPWR requirements are restrictions on per- and polyfluoroalkyl substances (PFAS) in food-contact packaging.
Holmen assesses its food-contact-certified products for compliance with the PFAS requirements described in the Guidance Document for Regulation (EU) 2025/40.
Documentation relating to PFAS and PPWR compliance is available upon request for Invercote and Inverform, Incada, Anchor pulp, Holmen Elevate and Holmen SURE.
"The question is not whether PPWR will affect your packaging – but how. The companies that start reviewing their packaging now will be in a much stronger position as requirements become clearer. This will create a smoother transition towards future compliance", Boo says.
Holmen says it will continue to support customers with information, documentation and fibre-based packaging materials as the PPWR requirements are implemented.
